چکیده

The Massachusetts Toxics Use Reduction Act (TURA) has achieved significant reductions in toxic chemical use in Massachusetts, using a combination of regulatory and voluntary measures. Historically the program has regulated only users of relatively large quantities of toxic chemicals, with services provided to facilities of all sizes on a voluntary basis. Statutory amendments adopted in 2006 created an authority to designate Higher and Lower Hazard Substances (HHS and LHS). The HHS designation extends TURA program requirements to smaller quantity chemical users. This article reports on experiences from the first four years of implementing this new authority. A case study of trichloroethylene is provided as an example. The article also discusses steps taken to regulate n-propyl bromide, a drop-in substitute for TCE that is minimally regulated at the federal level. TURA program experiences may be of interest to other jurisdictions that are working to reach small-quantity chemical users, and to categorize and prioritize chemicals.

The Massachusetts Toxics Use Reduction Act (TURA): An Innovative Strategy for Reducing Urban Environmental Pollution

The state of Massachusetts enacted the Toxic Use Reduction Act (TURA) in 1989. The law requires that users of toxic chemicals evaluate and plan for pollution prevention. Data indicate that shipment of toxic chemicals as product have been reduced by over 30 % and that releases of toxics have declined over 80% during the first ten years of reporting. Analysis of the data for several chemicals des...

Protecting reproductive health and the environment: toxics use reduction.

Toxics use reduction is a new chemical hazard management approach that has emerged in several state laws over the past years. While toxics use reduction has been promoted as a means of preventing environmental pollution, little thought has been given to its adoption as a means of managing reproductive hazards. This paper provides illustrations of use reduction approaches to conventionally recog...

Measuring Toxics Use Reduction in the Metal Intensive Industries

This study examined toxics use reduction measurement among metal intensive manufacturers (SIC 34-39) located in Massachusetts. Of the 110 study fms chosen from a stratified random sample, less than half said they documented and measured their toxics use reduction progress. During on-site visits with twenty-eight of these fms, roughly half measured their progress accurately. Toxics use reduction...
